KEBS Engages Stakeholders on the Standards Levy Order 2025

The Kenya Bureau of Standards (KEBS) has reaffirmed its commitment to strengthening Kenya’s standards framework through inclusive stakeholder engagement during a public awareness forum on the Standards (Standard Levy) Order, 2025, held at the Jacaranda Hotel, Nairobi.

The forum, which brought together manufacturers, traders, industry associations, and members of the public, was officially opened by Mr. Adan Mohammed, Director of Finance and Strategy at KEBS, who represented the Managing Director, Esther Ngari.

In his remarks, Mr. Mohammed emphasized that the Standards Levy Order represents a key milestone in aligning Kenya’s standards ecosystem with the realities of a rapidly changing global economy.

“Today, we gather not just to discuss a document, but to engage in a critical dialogue that will help shape the future of standards in our nation,” he said. “Your presence here signifies a collective commitment to ensuring that our standards meet the needs and aspirations of every Kenyan.”

Tracing the historical evolution of Kenya’s standards regime, Mr. Mohammed noted that the original Standards Levy Order of 1990 was a visionary step that laid the foundation for regulating quality across industries. However, he observed that the three-decade-old framework no longer meets the demands of today’s dynamic and technology-driven economy.

“The world has changed dramatically since 1990. We must adapt to the rise of digital commerce, rapid technological innovations, and evolving global supply chains,” he added. “The proposed 2025 Order is designed to ensure our framework is not only relevant but also transformational.”

He further highlighted that the Constitution of Kenya (2010) underscores the importance of transparency and public participation in financial and policy decisions, a principle KEBS continues to uphold through consultations like this one.

“We believe in the power of collective voices and insights,” he said. “Today’s engagement provides a platform for every stakeholder to meaningfully contribute to shaping a better standards system for Kenya.”

Mr. Mohammed urged participants to share bold, innovative ideas that would help refine the proposed order to serve all sectors of the economy effectively.

“This initiative is not merely about implementing new regulations; it is about fostering a culture of excellence and innovation across our industries,” he remarked.

He concluded by affirming KEBS’ commitment to building a standards regime that enhances Kenya’s competitiveness, protects consumers, and supports sustainable industrial growth.

“Today’s gathering is a pivotal moment in our journey towards a Kenya that embodies promise, stringent standards, and enhanced global competitiveness,” he said. “Let us seize this opportunity to script a transformative vision that will carry our nation forward.”

The Standards (Standard Levy) Order, 2025, aims to modernize the financing of standardization activities and ensure continued improvement in the quality and safety of products and services across Kenya.
