President William Samoei Ruto has announced new diplomatic appointments and redeployments aimed at strengthening Kenya’s global presence. Among the key changes is the appointment of Ambassador Edwin Afande as Kenya’s new envoy to Vienna, Austria, in a move the President described as part of ongoing efforts to enhance the performance of the country’s foreign service.
In a statement issued on Friday, President Ruto noted that the latest diplomatic realignments align with the administration’s Bottom Up Economic Transformation Agenda, which seeks to improve service delivery and expand Kenya’s diplomatic influence around the world.
Strategic Appointment to Strengthen Kenya Austria Relations
Ambassador Edwin Afande, an experienced diplomat and former Deputy Kenyan High Commissioner to the United Kingdom, will now lead Kenya’s mission in Austria. His appointment follows his appearance before the Parliamentary Foreign Relations Committee in September 2025, where he outlined his plan for deepening bilateral ties between Kenya and Austria.
During his vetting, Afande outlined priorities that include expanding economic cooperation, promoting clean energy partnerships and boosting tourism. He noted Austria’s advanced technological landscape and its potential as a hub for innovation, especially in artificial intelligence and information and communication technology, which complement Kenya’s development agenda.
Diplomatic Vision and Priorities
Ambassador Afande’s vision for the mission focuses on strengthening multilateral relations, maintaining Kenya’s neutral foreign policy position and harnessing Austria’s economic strengths to support Kenya’s youth and innovation sectors. His extensive experience in diplomacy is expected to help attract investment, deepen bilateral relations and promote regional cooperation.
His earlier engagements highlight his active role in advancing Kenya’s foreign policy. In March 2025, he participated in Commonwealth Day celebrations in Guernsey, hosted by the Royal Commonwealth Society. While there, he met members of the Kenyan diaspora, estimated at about five hundred residents, including community member Kevin Mungai, known for sea swimming at La Vallette.
Afande also held discussions with officials from Guernsey Finance, including Deputy Chief Executive Barnaby Molloy and Director James Crawford. Their talks explored ways to strengthen financial and economic ties, focusing on capital flow, digital finance, agricultural investment, financial regulation and strategies to attract foreign direct investment.

President Ruto’s appointment of Ambassador Afande reflects Kenya’s commitment to expanding its diplomatic reach and fostering economic growth through international partnerships. As Austria continues to play a growing role in technology and innovation, Kenya hopes to leverage this collaboration to benefit young people and drive sustainable development.
